About 9 years ago ( was 19 at the time) I was stopped, handcuffed, put in a police car, and questioned by a police officer near my home in a city in Westchester County. He called for backup and made quite a scene, blocking off three streets. They made a lot of threats took my name, age, address, etc. and let me go. I was never charged with any crime. I have a copy of the incident report that claims there were "recent burglaries in the area" and that he "noticed a bulge in my pocket" and proceeded to pat me down "due to officer safety" (interestingly, he did not pat me down at all, and I couldn't find any information about burglaries in the area in the local news or from neighbors).
I believe the police thought I was involved in some type of criminal activity, because I was followed in parking lots by an unmarked police car off and on for several months after this. My friends thought I was crazy and paranoid, but eventually the unmarked car pulled around a corner, two detectives jumped out, shined a maglite in my eyes, immediately started rifling through my pockets, questioning me about what I was doing, if I had weapons or drugs or needles that would stick him (LMAO!), and where I lived, then left as quickly as they arrived. This was directly in front of my home. I don't think they even wrote anything down that time, as there was no incident report available for it, and they refused to give me their names or shield numbers at the time, but I was later able to get the name of one of the officers involved.
I was very annoyed after this, and filed formal complaints about both incidents, but heard nothing back from the PD. I'm not sure why the police were interested in me or what they thought I was doing.
Was the first incident an arrest? Do I need to report that on a pistol permit application?
If I was, in fact, the target of a police investigation at that time, will that show up in the background check?
