We live in a litigious society that is true. No one seems to be able to simply accept misfortune without laying the blame on someone else. (My favorite was the McDonalds scalding coffee event.)

At any rate turning props/rotors are dangerous and need to be avoided.

I used to fly a C337 Skymaster (Danny Glover flew one in the movie BAT-21). I would not embark or debark passengers until I'd shut down both engines. We used to call it the "Weed-whacker" for very good reason.
