Hey all,
I think I took a wrong turn somewhere along the road from PA. I meant to go someplace a little warmer, but ended up here instead. :-/ Oh well, all's well that ends well and I am here to stay for a while. Since I am new to the area (and my 21st birthday is looming in the distance) I had a few questions I wanted to put to the gun law gurus on these forums. I am a resident of PA and am planning on purchasing a Kahr CW45 on my 21st birthday along with a concealed carry permit for PA. My college (here in NY) allows firearms to be checked in at safety and security when on campus and checked out when leaving so the college rules are not a problem. My question is what would I have to do to legally posses my PA bought pistol in NY and what steps must I take to legally conceal it? Thanks and I am glad I stumbled across this forum.

You will need to get a NY permit and you need to be a resident to do so. No non resident permits.

Check on your the rules in the county where you live. They should be able to tell you what you need to do to establish residency (if you intend to do that) and what the process is for obtaining a permit. Depending on the county, it may be fairly straightforward to get a permit and even to be able to CCW, or it may be almost impossible. But start there and come back with questions.

1. Change your mailing address to your NY residence as permanent residence.
2. Swap in your PA license for a NY one
3. Wait about 4 months. Head over the the county building and get an application.
4. Make at least 4 friends from within your county that are willing to attest to your character. Or, even better, find four people from Allegany county that you've known for a long, long time. *cough* Make sure you apply for unrestricted, and in 'reason' simply put 'to exercise my 2nd amendment right'. Self defense makes them nervous, hunting and target shooting can lead to a restricted permit.
5. Turn in your app with your fee ($125ish) and references.
6. Wait. It could be several months if they're backed up.
7. You'll just get your permit in the mail.
8. Go back to PA, probably Smethport since it's close, and pay the $25 for your non-resident PA permit, which is nearly instant.
9. Learn about the gun buying process, which is fun in itself.

FYI, Allegany county is very open minded. Almost could be considered shall issue. But you have to do the homework first.
