My Westchester county pistol permit states "target" under my photo in the front. On the reverse side, under #2, it states "the licensee is authorized to possess and carry the following pistols....". I assume this means I can only carry my firearm outside my home when traveling to target practice. Am I correct? I want to upgrade to full or concealed carry (I believe I have a legitimate reason), is this difficult?

There is no such thing as a target permit. You have a Conceal Carry permit, with restrictions. You must contact the Westchester permit office to find out if target means just target or Target/Hunting etc. As for getting them removed, no idea for Westchester, but given the BS that has been going on with them lately in the permit respect, I doubt it is easy.

Pretty much what Darth stated. You have a concealed carry permit with administrative restrictions issued by the judge in your County. If you're caught carrying outside those restrictions, it's a reason for the judge to revoke your permit (though technically you could argue you were traveling to/from target practice). Some Counties do allow "upgrades" for removal of the administrative restrictions (based on training, years with the permit, etc.), others don't. It all boils down to the judge and how the permit system operates within your County. BS is a good term for it.

In Westchester, with a target restriction, you are allowed to carry to/from the range and any place in between (stop for gas, stop at ATM, etc). Do they not give out the booklet with your plastic card any more?
