Operating an artificial light on lands inhabited by deer and possessing a firearm or bow is grounds enough for an arrest.

Maybe it's just me, but that seems a little too broad. I can think of a lot of situations where that situation could occur where there's no poaching, and an overzealous conservation officer could make an arrest.

That is a serious problem, I hope that they catch anyone evil enough to commit this heinous crime against nature and humanity.

A little common sense would tell you to leave the firearms at home if you are going to go out and spot light deer. If

I'd like to think that even an "overzealous" conservation officer could tell the difference between using a flashlight to walk up your cabin in the dark while carrying a firearm and using a flashlight to spotlight deer while carrying a firearm.

I carry my flashlight and handgun when I go hiking. Can't say that I'm losing any sleep over the prospect of an encounter with a DEC Officer. Big difference between using a flashlight to navigate and using it to spotlight deer.

The handgun is perfectly legal as long as you have the permit. You can spotlight deer all night and be wearing a loaded handgun as long as you have the CCW.

Out of curiosity, do you open carry or concealed carry when hiking? If one has a sportsman's permit (restricted), can you CCW when hiking/hunting or must it be open carry?

I carry concealed when I hike. I have a unrestricted license but it would be the same with a restricted license. Remember that a "sportman's permit" is a concealed carry license with administrative restrictions on it. It authorizes you to carry concealed during certain times and/or activities. It does not require or authorize open carry.

One of the hunters here can answer your question regarding hunting. I believe you can open carry during hunting but that comes under DEC regs, not the pistol license.

I open carry while hunting as does everyone else I know.
