Buffalo ranks #140 out of Allstate's top 200. Personally I'm surprised we even made the list.
Rochester and Syracuse did better.
There are a few NJ cities on the list, but they're all worse drivers than Buffalo, which makes me think there is some truth to the data. It's been years since I've driven in NJ, but they're lousy.

They gotta drive fast in Detroit so as not to get hit by stray bullets.
