The document provides for expert cooperation in disaster response operations and to study the latest practices.In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.

WTF? We have the largest law enforcement the world has ever seen in the history of the world.not to mention all the off duty cops who pick up a few extra bucks at events. They really need Russian security ?

I hope this just another a bullsht story .

They're preparing to quell the rebellion folks... They're planning for something that will inevitably be the straw that broke the camels back and when the serfs rebel they'll be prepared to squash it quickly!

This whole story does not make any sense. If the government were to do something like this, why not call on Canada? They are right next door! They speak English and we share valuable information with them. So if something like this were to happen, it would be a close ally of the U.S. not some cold war country. That would be tactically insane letting Russian's on our soil.

Maybe Ivan can run against Cuomo next election? Probably a better choise.
