The passport photos are for the pistol permit application, I have to get mine taken too when I apply.

Why not? It isn't for an actual passport they are just passport sized, the instructions say to ask for passport photos to be taken and then hand in 2 sets of passport sized photos, along with 110 dollars, and they take those, the application and then your fingerprints and then you wait a few months for the permit, that is how my counties application process works.
