AMMOLIST shipping to NY

I've heard of one company that says they have no laws against sending ammo to NYS home addresses. Also note that the law does not specify that it is a crime for a buyer to purchase via internet - "crimes" are listed for sellers only who do not follow the law. I discussed this with a lawyer who said yes, this is a loop hole. It would be only the out-of-state sellers, not the buyers, who would be breaking the law by shipping to home addresses. Can anybody comment on this?
