If there's more to the story of a Maryland middle school teacher being suspended and "taken in for emergency medical evaluation" than the fact that he wrote a novel involving school shootings in the distant future, administrators and police aren't talking...
Being 'taken in' for a medical evaluation can be not only about harming others but expressing a desire to harm yourself (which is scary if someone has been looking up floor plans etc for schools in the area). This is not anti-gun hysteria and from what I've read there is more to the story. But the press will not be privy to all that, in part, due to the fact that this is largely a medical (rather than criminal) issue.

"We" don't know if he's loony but that's why he was brought in for an evaluation by doctors who can hopefully figure it out. Let's remember that after every school shooting we talk about how our mental health system needs to be improved and that it's people, not guns that are the problem. Well, here we have someone showing significant indicators that he may be the next school shooter... don't we think we should maybe check that out?

school hysteria, gun hysteria, food hysteria, ISIS (or ISIL) hysteria, Russia hysteria, border hysteria, ebola hysteria.

What do they all have in common? Media outlets looking to get your attention with headlines.

It's hard to say in this case. I don't know anything about the guy. Much fiction involves graphic death and it remains fiction and fantasy only. In rare cases fiction does hint at the author's only view and possible likely actions.

To answer your question in a general sense, yes hysteria is overboard.
