He's a politician from Chicago. If he's telling the upper and middle class to leave I would imagine it's only so the poor could loot the homes and in effect, redistribute wealth. He probably passed a law in secret allowing squatters rights to apply to private property when abandoned out of fear.

What I noticed is if you watch the videos the general public got something right about guns! I am sure the military people in the choppers did have machine guns lol and not the semi-automatic versions.
