I was at the local gun shop and one of the customers said he was told that he can carry concealed anywhere in New York including NYC.
I was shaking my head, he said that he heard from a clerk that the ruling just gave him the right to carry anywhere. I said to him to look on the back of your pistol license. Not Valid In NYC unless you have permission from the Police Commissioner.
The restrictions still need to be removed by an Amendment for Unrestricted.
I do know many counties are now awaiting for instructions from the State. The new law starts 9/1/22, 16 hours of training is required for applicants and anyone who is restricted.

I have in my possession an inter-office email (Subject line RE: DO NOT ISSUE Carry Conceal Cards) from the Rockland County Clerk's office, advising all staff that anyone who inquires regarding an upgrade from restricted permit is to be told to fill out an amendment and wait.

And I quote "Effectively (sic) immediately, as per our Judges and Donna [Silberman, County Clerk] no more upgrade (carry concealed) cards are to be issued &/or released. The judges (licensing officers) have NOT yet given their permission to send out any new cards with their signatures"

Email above: "Here is the template that must be used for advising customer when they ask for a conceal carry upgrade" and there is a boilerplate response email telling customers to fill out an amendment form and wait for updates.

New York and California are expecting to drain every cent from the NRA and other pro 2A organizations fighting these unconstitutional laws!

So they are advising all internal staff not to allow unrestricted permits until when?

The current lawsuit filed in the Northern District is preventing any of the counties to issue a full carry.
The court most likely will place an injunction for 9/1/22.
The state is looking to stall everything with anyone with a restricted license and those currently waiting to be approved for a pistol license.
From the one clerk who was interviewed on the news. He said that someone with a restricted pistol license would need to get the necessary training while someone who has an unrestricted pistol license is able to carry concealed anywhere in the state.

Unless the new provisions in the law are overturned as to the location bans, you really won't be able to carry concealed most anywhere. I know that's just repeating the obvious. A rush to get an unrestricted permit not be worth it until this is resolved. The permit will be good for allowing you to have the guns but as far as freeing a restricted person to carry - not so hot. The unrestricted current folks are screwed also. The Scotus crew were out thought unless they were planning to immediately act against such restrictions. I doubt that.

we will wait for full carry a while longer...

submitted westchester amendment on june 27, to amend from target hunting to full carry , check cashed that day...
called county clerk august 1 to inquire as to status and was told:
"we are not processing full carry amendments until the regulations take effect which will be sept 1"

so yes, the state will drag this out for as long as they can while appearing to make an effort to comply with the ruling, to avoid appearing to willfully disregarding the supreme court ruling...

typical ny approach, sorry to say

The State is likely going to appeal an injunction. This is going to stall all licensing offices to wait until the matter is decided in court. The 16 hour requirement for training is a huge problem.

No you can submit for your full carry right now , I was up at the clerks office and the person told me that they have no idea how long it's going to take as the situation from the state changes daily so he said don't be surprised if I don't here anything for awhile he said they've been swamped with people changing over to full carry , he even notarized my amendment very nice of him to do that for me .
No. Rockland is offering an automatic removal of restrictions. Just fill out their form and pay them $5. Of course come Sept 1 and it will become a felony to carry anywhere in NYS.
I did just that a month ago. Filled out the form, paid the fee which they happily took. I called them this week to see whats happening because i havent received any word about if the judge agreed to lift my Sportsman/residence restrictions and they told me nothing is happening for the next 6 months. Everything is on pause until the governor tells them otherwise. My amendment to have my restrictions lifted will not be sent to the judge and don't expect anything for at least 6 months. At which point new training and voting processes will be in place.
Rockland County is Not removing restrictions. They'll take your paperwork and money but won't remove the restrictions.

The 16 hour range course seems arbitrary, why not 4 hours, or four months? Also, thats about how long a hunters safety course is, so will that count? Kathy is just the worst. This whole thing is simply a political temper tantrum. Even Maryland is now issuing in compliance.

There was a study that demonstrated that states with training vs. no training (but with the usual NICS like background checks) has no difference in crime rate, etc. between the respective permit holders. However, in the abstract, training isn't a bad idea as most carriers are naive on gun usage and have little training beyond the state course. Some go astray with the use of force and get in trouble. A course that does over use of force and tests some basic mechanical gun usage doesn't hurt. Should it be mandatory? That's complex. However, having lived under two training requirement shall issue states, it wasn't a hassle but I had the resources.

I grant you Kathy is trying to screw with permit holders. TX had an 8 hour course, reduced to 4, OR a 2 hour for example. There was a simple shooting test in TX but you would be surprised as the horror show shooters who did take the test. DUCK! Also, a few obvious nuts were weeded out by instructors. It's a complex situation. I would accept the training IF all the other crap was dropped - like the locale and opt-in horrors.

It was quite simple to get a concealed carry. I went to the Clerk in early August and filled out the application to remove restrictions from my permit and about 2 weeks later received the concealed carry.
I don't know what causes delays for others, as a friend went a week before me and received his a week before me.

I wish it was that simple. I submitted my amendment application back in late June right after the NYSRPA v Bruen decision.
I've spoken with the pistol clerk and the chief court clerk many times since then.
They both tell me my application isn't lost and that they have it, but it's ultimately up to the judge to grant my request for restriction removal or not and I should just keep waiting. If the judge doesn't accept my request then there really isn't anything I can do about it.

I don't know how it works in other counties but the judges here in Rockland have always made it very hard to get your permit unrestricted unless you have a very strong reason that justifies unrestricted carry.

The way I understood, and interpreted, the changes (at least for NYC) was that the previous CCW holders would be granted immunity from training until the next renewal. Then everyone has to comply with the new training requirement. It actually seems that NYC and NYS are uniting for the licensing.
I filed my app in July for CCW in NYC and have been notified by email to await the next email for Fingerprinting appointment.
I already have a Premise License and I am an FFL Class 7 Manufacturer.
Believe it or not, Making guns and selling guns is not a good reason for need in NYC (that was before SOTUS.:)

I'll keep you all informed.

I find this interesting and will be anxiously waiting for future replies from NYPD licensing.
I know I'm being an #ss, but I plan on challenging the Fingerprint Requirement and Fee. I already have a license, I have been Fingerprinted for the license, I Think I'm The Same Person.

When I got the Rifle Shotgun and Pistol license, I only paid one Fingerprint fee for both. It was obvious then that was the same person applying for two licenses.
So why should I have to do it and pay for it again?
NYC NYPD uses the Fingerprinting appointment to do the Interview also. That's why I am interested to see how this plays out.
The way I see it, my FFL is platinum, and anything else is below it

I always comply with laws, it's just the bad ones we have to change.

This means that you must complete the training even if you submitted your application BEFORE the September 1, 2022 effective date of the new State law.
