I was at the local gun shop and one of the customers said he was told that he can carry concealed anywhere in New York including NYC.
I was shaking my head, he said that he heard from a clerk that the ruling just gave him the right to carry anywhere. I said to him to look on the back of your pistol license. Not Valid In NYC unless you have permission from the Police Commissioner.
The restrictions still need to be removed by an Amendment for Unrestricted.
I do know many counties are now awaiting for instructions from the State. The new law starts 9/1/22, 16 hours of training is required for applicants and anyone who is restricted.

I have in my possession an inter-office email (Subject line RE: DO NOT ISSUE Carry Conceal Cards) from the Rockland County Clerk's office, advising all staff that anyone who inquires regarding an upgrade from restricted permit is to be told to fill out an amendment and wait.

And I quote "Effectively (sic) immediately, as per our Judges and Donna [Silberman, County Clerk] no more upgrade (carry concealed) cards are to be issued &/or released. The judges (licensing officers) have NOT yet given their permission to send out any new cards with their signatures"

Email above: "Here is the template that must be used for advising customer when they ask for a conceal carry upgrade" and there is a boilerplate response email telling customers to fill out an amendment form and wait for updates.
New York and California are expecting to drain every cent from the NRA and other pro 2A organizations fighting these unconstitutional laws!

The current lawsuit filed in the Northern District is preventing any of the counties to issue a full carry.
The court most likely will place an injunction for 9/1/22.
The state is looking to stall everything with anyone with a restricted license and those currently waiting to be approved for a pistol license.
From the one clerk who was interviewed on the news. He said that someone with a restricted pistol license would need to get the necessary training while someone who has an unrestricted pistol license is able to carry concealed anywhere in the state.

we will wait for full carry a while longer...

submitted westchester amendment on june 27, to amend from target hunting to full carry , check cashed that day...
called county clerk august 1 to inquire as to status and was told:
"we are not processing full carry amendments until the regulations take effect which will be sept 1"

so yes, the state will drag this out for as long as they can while appearing to make an effort to comply with the ruling, to avoid appearing to willfully disregarding the supreme court ruling...

The State is likely going to appeal an injunction. This is going to stall all licensing offices to wait until the matter is decided in court. The 16 hour requirement for training is a huge problem.
