My father has decided to go for his permit in Delaware county and he's bound to have questions, so I figured I'd get this started. I checked out the main thread that breaks down the rules by county, but under Delaware it didn't say anything about the three hour safety class. Is this a NY state wide rule or is it county by county?

County by county. Monroe doesn't require one.

No class in Delaware....stop by the pistol clerk in Delhi (in the County Courthouse) and pick up the applications. You will need to fill out 2. She does the picture right there in the office. I had my prints done at the Sheriffs office but now they are doing electronic ones. I am not sure on the process for them but I know they can be done in Delhi. Take your filled out apps back and she will print out the letters for your 4 references. Get them back to the clerk and you are on your way.
