I'm confused about concealed carry in Buffalo. Can you carry with a permit or not?

These are the parts that confuse me.

C.
No person shall possess a loaded or unloaded firearm, rifle, shotgun or air gun, or a dagger, dangerous knife, dirk, razor or stiletto, in a public place or public facility in the City. This prohibition shall not apply to:
(7)
Possession of a firearm by a person licensed to carry a firearm pursuant to § 400.00 of the Penal Law
AND
D.
No person shall store a firearm, rifle, shotgun or air gun in a dwelling in the City unless said firearm, rifle, shotgun or air gun is completely enclosed or contained in a nontransparent locked carrying case or in a locked gun rack, cabinet, closet or safe, or a locking device is attached to the weapon and locked in a manner so as to prevent the weapon from being fired. This requirement shall not apply to a rifle, shotgun or licensed firearm carried on the body of the owner or within such close proximity of the owner that the owner can retrieve it as quickly and easily as if it were carried on the owner's body.

I’m not sure why you’re confused and you answer your own questions in your post.
It says it’s illegal to carry a firearm unless licensed to do so. If you have a CCW you can carry it.

The second part says it needs to be locked up unless it’s carried on your body or off your body within reach essentially.
Legal speak can be confusing but your allowed to concealed carry in Buffalo if you are licensed to do so. If you do not have a pistol license it’s illegal for you to possess a pistol.

No they do not as far as I know. I live mere miles from Buffalo and I have never heard this so I’m fairly certain it’s not a thing. The Erie county DA said long ago he wouldn’t even think about prosecuting for the 7-round stupidness either.
Even NYC a only has a 5-round limit for long guns from what I understand and pistols can be 7/10 there depending on what region Skretny’s decision covers.

So it's a 5 round limit for rifles/shotguns (not counting rimfire) & a 17 round limit for handguns (obviously changed by the safe act). I thought I read 5 rounds somewhere about handguns, I forget where.

I wouldn't trust what any DA says. Pretty sure (I didn't check, but I don't remember outrage against him) the Erie DA went after the buffalo shooter for safe act violations even if they said they wouldn't.

The Buffalo shooter murdered many people and he had a full assault weapon under the safe act. He had an AR-15 that was bought Leaf ally and modified to accept detachable magazines to murder people. Very different. He also may have had 30-round mags but I can’t remember for certain. Show me where he is being charged with having over 5-rounds in a long gun mag because he’s not and sentencing is occurring now.

Also the da said it publicly and many news outlets quoted him on it. All dad’s in wny said no to this charge.
