I've been kicking around the idea of spending the winter building an AR lower and then picking one of these up in the spring. Would the AR lower have to conform to the SAFE Act (Pinned mag or get rid of all the evil doodads) or can I do what I want with it since the upper is not a semi-automatic rifle?

Nah, this was cleared up a while ago. The ATF required some alterations on the Can Cannon to remove the ability to fire a live round. XProducts complied, the new design can only fire blanks and the redesigned models are not considered a destructive device by the ATF.
