what are some advantages and disadvantages to this? i just picked up a new .308 bolt gun and i think it would look sexy. but other than looking good i hear it helps keep it oiled?

also do any gunsmiths in the rochester area do this?

While I am not sure of the advantages of jeweling a bolt here is a nice video that may save you a few bucks if you or a good friend have some power tools to do it yourself:

I've done a bit of parts jeweling. Never a bolt, but S&W triggers and hammers instead. Realistically speaking, there are no practical advantages or disadvantages. Theoretically the microscopic grooves catch and hold onto oil, but those I know of who have tested that theory find the results to be so inconsequential that it can not really be considered any advantage. Jeweling just looks nice, and is primarily for cosmetic appeal.

I have brushes and compound I just discovered in my basement. I was going to try it myself but never got around to it. All bought from Brownells and never opened.
