This is not across the USA. I think something like 13 states have universal background checks. For instance in PA if we were both residents there and you wanted to buy my shotgun I could sell it to you if I didn’t have reason to suspect you were a prohibited person. Private sales are legal in most of the free world USA.
Even in NYS there are certain familial relations where you do not need to have a NICS check dine, they are very limited but they are there. For instance when NYS did the semi auto rifle licensee and you needing to be 21 to possess a rifle after 9/4/2022 I sent my son an email stating I was gifting him all my semi auto rifles to get around this. Now he has documentation that prior to all this he’s legally able to own/possess my rifles. Also they can be shared for hunting purposes and target shooting so we are both covered.

I see this largely as a publicity stunt. All this does really is raise awareness to problems already well known. This will not make it even close to universal background checks in the USA. This is smoke and mirrors to get people to think well we’re almost there and that’s good that Biden did that. Most of the other stuff is already being done and people are losing confidence in the democrats to handle crime and gun violence. They continue to release criminals at an alarming rate that escalate to murder or serious bodily harm. They focus on legal gun owners and do little to stem the flow of drugs, gangs, and criminals. Right now the democrats are refusing to label drug cartels as terrorists federally. Gangs should be labeled that way as well. If they got rid of drugs and gangs I’ll bet 90% of the gun homicides would disappear. I know it’s easier said than done but they are going about this the wrong way as usual.
