There are quite a few terrorist organizations just across the border in Canada. National Guard troops train to deploy and serve in CONUS their business is what happens on our soil. If a terrorist attack does happen in NY again you will be happy to know that there is a plan to help deal with the concequences and that people have been trained to contain the problems associated with it.

Our plan is natl guard in riot gear? Doubtful
99% sure sounds like civil unrest training.
Edit: you are eluding to civil unrest due to a terrorist attack? Didn't happen in NYC after 9/11.

Think LA after the Rodney King Verdict, the National Guard was called out to contain the violence. The same could happen after a terrorist attack, there are many scenarios that containment would be needed, such as a biological attack or chemical/radiological attack to keep it from being spread to neighboring counties.

Options:
A) Military to help the population after a disaster or with social unrest w/o screwing up with the citizens most fundamental rights.
B) Educate the population on emergency drills and to show some post disaster etiquette.
There is no doubt most people want to stay away from any trouble and in the face of total destruction humans help each other unconditionally.
One thing that really made me think after recent events right after Japan's tsunami was a footage of this lady after the Japan tsunami destroyed her town. She was going to pickup water to a truck unit and she got two water jugs with her. One for her and the other for her elderly disabled neighbor that could not come. She waited for several hours in the line to fill out her neighbor's water jug. Right after that, she went back into the line to wait once again for her turn to fill out hers. This all was happening calmly in perfect harmony with people helping each other while surrounded by total destruction and desperation.
What can we learn from this?
Lots of work ahead for everyone IMO.
