Just got my permit in Herkimer County and its marked Restricted Recreational. I also got a little piece of paper that said restricted to hunting, fishing and target. So does this mean hiking (walking, running, mountain biking etc.) is no longer legal with a permit?

Hello all. I've had my permit for going on 2 years now and as I sit now I have a permit restricted to premise, Target and hunting. What would I have to do if I wanted to be able to carry while hiking, camping, night jogging, ect...? At some point I'd love to get an unrestricted but time and $$...
