Default Getting an unrestricted permit in Wayne County.

    Hey everyone,

I am new to New York as of a couple weeks ago and I am interested in getting an unrestricted permit to carry. I am currently living in Madison county but will be moving to Wayne in November. I have researched it a little but I was hoping you could clarify some things for me.

I have a wife and a son and another on the way. I am worried about being denied an unrestricted permit. My reasons are hunting/target shooting/personal protection. Even though I shouldn't be, I'm worried that "defending my family" wont be enough. What are your opinions. If I have to I could start to carry around a lot of money (how ever much that is). But besides carrying money and valuable merchandise, is there anything else? Any tips would be greatly appreciated (including which county I should apply in).

Second, if I get a permit in Wayne/Madison, is it usable in any county (besides NYC of course)?

Third, I could use a recommendation of a good place to buy a Colt/Kimber/Glock/XD (Haven't decided yet).

Thanks for any info you all can give me. Feel free to give any advice not asked for as well, it's always welcome.

Any permit issued upstate is good for the whole state except NYC.

Wayne county was always issuing unrestricted permits. A couple of months ago one of the three judges started issuing restricted permits. I have not heard any more updates on that but I know of a couple of people that got unrestricted permits in Wayne Co. recently.

Wait until you move to Wayne and sumbit your application there. It's a much quicker process then most other counties. I wouldn't worry too much about the single judge that is issuing restricted licenses.

I was in American Sportsmen gun shop in East Rochester yesterday, and the guy there said that the judge in Wayne stopped giving restricted permits. Word is that "they had a meeting" and straightened that out, and he won't be giving restricted permits anymore. Whew. Oh, and they've got about a 3 month wait these days, from what I was told.

Besides NYC I think that you cannot carry in either Westchester, or Rockland counties also I may be wrong, so if anyone knows ? please post the answer to this question.

You can carry everywhere in NYS except the boroughs of NYC. You can carry through NYC (continuous & uninterrupted) unloaded in a locked container. This is all under s. 400.00 of the Penal Law...

The Judge was Dennis Kehoe. From what my father and my friend from high school, who is a party chairman's son, told me the meeting is what happened and fixed it. The way Judges are elected New York is based heavily on the county chairman from all the parties. Not a system I can say I like, but I guess it can work sometimes if you have good people.

I heard that you have to set up an appointment with the sheriffs office now? A little over three years ago I went in first thing on Monday morning (and people told me I was luck I turned 21 on a Saturday) and had everything done before they closed. Waited about two weeks and there it was.

My understanding was they signed them when they got a chance, new and amendments. I've had amendments take a month. I do like being able to do it though the mail. Anyone know?

New info is correct. Permits are being issued unrestricted at present. We do have a visiting judge from Rochester who might not be as lenient if they are giving him any permit work. Regular judge is retiring and is on assignment in Cayuga County. There will be a newly elected judge on January 1 but I expect that he will not have a problem issuing unrestricted to qualified applicants (those that get the OK from the the Sheriff's Dept. as to record, references, etc.)

Update: I just received a letter from Judge Kehoe today. He will only approve a restricted permit, unless I can present a compelling reason why I need an unrestricted permit.

He's still on that kick? I heard he was issuing unrestricted again but that was second hand info.

Bummer, I am sure glad my app didn't hit desk! Maybe making an appointment and going in person might help compel him?

What reason did you put on your application... it could be why he's asking.

The shame of it is that the judge's term is apx 6 yrs in office unless they retire or die off before their tearm is up,Just look over any new judge canidates & their gun view's before electing them to the county bench.etc. We have more to worry about this comming November & hope that that dirt bag Andrew Como does not become our next Gov. of NYS I rembember him when he was in charge of HUD in NYC he destroyed that place into the ground, & remember He is married to a Kennedy woman & his father Mario ran NYS the same way for 2 terms both of them are Anti- gun liberals so watch your vote's in NOV

I had a chat with tdemarse , who ended up sending a letter off to Judge Kehoe. Apparently the reasons were compelling enough, as he issued the permit without restrictions.

He might make it difficult, but it's not impossible.

Congrats! People shouldn't be afraid to engage their public officials. The older I get, why not get some use out of your taxes right?

I'd be curious to see what reasoning was sent in the next letter?

My father in law who has had his since the 90's was denied an update to full carry, by Kehoe last year.
