The best all around caliber for 1000+ would be a .338 either the Lapua Mag or the Norma. Now as far as a rifle platform to build it on, that would depend on you.

Nailed it. OP starts out $ no problem then what's affordable. LMAO. But got me thinking. Just bought two lowers from Allstar Tactical (today's thread) and thinking about what to do with them. Am I confined to .223/5.56 or do I have flexibility here? Wouldn't be opposed to building out a long range gun so I can hang with the likes of MEketrefe and others here. Any thoughts appreciated. Oh, and sorry for jumping on the thread but think it follows the OP's original question.
Well let's just say I want to start off with targets and maybe shoot competition, but I am also looking for one that could be used Durring a red dawn situation if you get the reference. I have looked at the Savage ones and the 10/110 BA is pretty sick, but I'm just looking to see what else there is.

Just make sure you factor the cost of sufficient glass into your budget also. Many people forget that when you are going to be shooting that kind of distance you need some quality glass.

Remington 700 Police maybe? You can get that in .338 Lapua.
What about .300 WinMag? That should be an option for that range, easily. Also MUCH cheaper to shoot than .338.

There are practicle LR rifle calibers and there are wildcat calibers that will need alot of components and knowledge for reloading them.
My current LR rifles are 50bmgs and 338 Lapuas.I have owned 408 + 375 cheytac caliber rifles.Lazzaroni wildcats and cheytac wildcats too.Some were very accurate,but for the amount of work + reloading and component prices,they weren't that practicle.There are plenty of manufacturers available with 50bmg and 338 reloading components.
You can reload the 338lapua and other 338 caliber offshoots in a standard rifle press,but you'll need a bigger press if you plan on loading the 50bmg,416 or 408 caliber cartridges.
Glass is a whole other ball of wax,but plan on spending another $1,600 at a minimum for any decent brand with rings.
I have and will always use Leupold LRT scopes on my heavy cal rifles.I've tried the rest and was delighted that they had good resale value.Leupold hasn't let me down yet.Others mileage will vary.
One of the 338 Lapuas I own is a savage 110ba.I only have a little over a thousand rounds through it,but it's held up so far without any issues.Not the best looking rifle,but it's super accurate with my reloads.It weighs alot,so I'll be putting a stockade replacement stock on it soon.

The .338 lapua is a great round but overkill for your purpose as some already indicated above.
Everything starts with a clear purpose and a bullet/round, in this case has to be a good one.
A good 'Sensible' caliber for 1000+ yards is the 6.5mm. You will be surprised what a 6.5x47 lapua or simple 260 rem can do.
For your purpose amazing bullet choices w/o the excess powder burning, weight and recoil of the "big mommas" .
Whatever the round if you want to be serious but cannot commit to spending then do not get started with expensive systems into long range.
The rifle alone is the least of your worries budget wise. You need to plan thousands of dollars in proper loads, equipment and professional
training. If it is just for occasional shooting / curiosity get a tactical remington or savage that out of the box that shoot very well and stay away from the big magnums. If you want a magnum, a winmag is probably as far as you want to go unless you want to commit to big spending.
But, again a smaller 6.5 or 7mm caliber might give you want . Sometimes less is more.

Well just by coincidence I was in a gun shop in Midland this afternoon checking out the new FN SCAR in .308 and they had a used Sako TRG42 in 300 WM. The bolt was smooth as glass and the quality was excellent. I wonder how many here have actually shot targets at 1000 yards. I guess I got lucky, I grew up with a range that long right behind my house.

from my experience in Iraq the Barrett .50BMG is the way to go it is un-matched in long distance
More terminal power? yes. more accurate? no. The .50 BMG is not more accurate than the lapua or norma 338's.
The OP wants to punch paper at 1000+ so huge magnums or an antimaterial arsenal seems a bit overkill.

barrett firearms are the way to go and yes they are over kills for punching paper i would go with a 300 win mag is about it unless like stated before you want to get into lotto winning cost for ammo and proper training for long shots but once you have broke the 1000yrd range everything else is well boring
Some of the .308 and .338 offerings are amazing but one must keep present purpose and bullet choices all the time. I have been shooting .308 and .338 for a long time and in the last few years I have been doing more of other "more sensible", efficient and accurate calibers and cartridges.
I have been working in a new case design to reuse my .308w. brass and I was ready to order the fabrication of a brand new long throat reamer when I came across something very similar in Bob Whitley's website...
6.5 Super LR
While this seems a new invention, it is not. Other wildcatters have done this before and they are very similar but I like the throat option he created and the fact that the reamers and dies are available. I ran his numbers vs. my numbers in QL and I am getting pretty much the same results on paper. I think this makes a nice alternative for those that do not mind to reload and want to reuse the 308w brass or any of its offspring like the 243win, 260rem or 7mm08 casings.
Even the 260rem or 7mm08 straight w/o any case improvements are great long range options with the right barrel and action. All compatible with the great Rem.700 and savage 10 or 11 actions.
If you do not like the complications of new experimentation then the lapua 6.5x47 is hard to beat, specially when paired with an out of the box Accuracy International system. 1000 cases and a couple of barrels will give you lots of trigger time. Possibly the most accurate battle tested out of the box platform out there, but you have to pay in advance.
