I will be building a AR-15 from a kit or parts.
When is the build date of a AR-15 in New York State
Is is when the date when lower is made or is it the date the AR-15 is complete
After reading that New York State Legislators want to change the
AR-15 rules.  I want to start to build my AR as soon as I can get the money
to get started.

I'm not aware of anything in the law that says it has to be fully functional.  Also, if anyone were to try and verify the date the only thing they can do it check the date of manufacture of that serial number which is on the lower only.

If the assault weapons ban were to be revised per the current proposed bill you would have to register your AR with the state.  I don't think it's been thought through far enough to know if you will be able to register a lower or if it has to be a complete gun.  Technically if you have a stripped lower and install a pistol grip on it you have an assault weapon under the new proposed definition but who knows what you'll have to have to be able to register it.  It could be through the mail, internet or you might have to bring your guns in to have someone look at them and record the serial numbers.

Thanks for the information about the AR. That is what I was hoping.
The main reason I want an AR is the fact that the powers that be don't
want me to have an AR.  Thanks Again
