I think it's safe to assume that the only ones that want this program are the misinformed elitist morons in Albany.

But think of the jobs it creates making all that hands on work.
The LEO's (I presume) who end up having to paw through it as thier day to day could be wasting time doing things like, oh I dunno, actually patrolling and such. This in turn makes jobs because depts can claim they are shorthanded due to X %~age working in/on the system, so they have to hire more to make up for the 'boots on the ground' gap.
